PLANNING COMMISSION MEETING

1.         This meeting of the Planning Commission of the City of Cedar Hills, having been posted throughout the city and the press notified, was called to Order at 7:06 p.m. by C. Chandler.

 

2.         Swearing in of New Planning Commission Members (7:06 p.m.)

 

Kim Holindrake swore in Glen Dodge as second alternate in the Planning Commission member.

 

Bobby Seegmiller and Glen Dodge were recognized as voting members.


PUBLIC HEARINGS

3.         Proposed amendments to the Zone Map to change Juniper Heights, Plat D, Lot 12, currently zoned TR-1 Townsite Residential Zone to the PF Public Facilities Zone. The property is located at 10440 N. Mesquite Way. (7:08 p.m.)


            No comments.

 

4.         Proposed amendments to the Zone Map to change Juniper Heights, Plat D, Lots 3 - 11 and 13 - 19, currently zoned TR-1 Townsite Residential Zone to the PR2.2 Planned Residential Zone. The property is located at approximately 10400 to 10500 North and 4000 to 4300 West. (7:08 p.m.)

Staff Presentation:

Greg Robinson stated that construction is proceeding on a park in the area, which will be soccer fields. It would be appropriate to change the zoning to PF Public Facilities Zone.

Staff Presentation:

Eric Richardson stated that the zones are similar. As annexations come into the City, they are given a zone. When The Cedars West and some of Juniper Heights came into the City, it was given the zone TR-1. The Juniper Heights area consists of some land owned by Geneva Rock in PR2.2 and some land owned by Savage Industries in TR-1. Because it is one neighborhood, it is proposed that the portion in the TR-1 be rezoned as PR2.2. The densities and setbacks are identical. The main purpose of the rezone is to clean up the map. The PR2.2 allows lots to go down to 12,000 sq. ft. Greg Robinson said the land in the proposed rezoning area has all been platted.


Commission Discussion:

          C. Jackman stated that because the LDS Church site is 2 acres, it would be a nonconforming lot and would need to be grandfathered in.

8.         Committee Assignments and Reports (7:26 p.m.)

 

          Greg Robinson stated that HRB Development significantly changed their proposed development. This proposal has a primary use of residential rather than commercial. It doesn’t meet the mixed use component. Alliance Residential said they could not go four-stories high. They would need to separate the residential component from the commercial component, and they would need 200 units to make it viable. The Site Plan Committee said they were not averse to having residential, but there needed to be more commercial. Traffic flow through the area was also discussed, including a north-south road. Their new proposal does not meet open space and landscape requirements. HRB would like to bring it before the Planning Commission before the end of May, and would like to present at a special meeting on May 15.

          The consensus of the Commission is not to call a special meeting.
