If the EPA feels that unreasonable risk can be avoided, but only when the product is used ONLY by a trained applicator, it will register the product as a Restricted Use Product (RUP).
Products that you would buy for home use are generally not RUPs. They are often called "general-use products." If they were, you would have to go through a training program before you could buy them.
NOTE: Although the label will say "...or under their direct supervision,..." in the state of Wisconsin there is no supervisory role. Every commercial applicator is deemed responsible for their own application and must go through the same training and testing procedures.
