Bill followed the herbicide directions last year, but the creeping Charlie seems to bounce back. Should he try again, but with a higher application rate than the label says?

Correct!

It is illegal to apply a pesticide at a higher rate or more frequently than is specified on the label. Such practices won't kill a pest twice, but they will increase the risks of using that pesticide.

Applications rate is the amount of pesticide product applied to an area.
