Increasing application rates beyond what the label specifies increases the risks of the use of that pesticide.
Exposure
Excessive pesticide increases exposure risks.
Phytotoxicity
At excessive rates, you might actually damage the desired plants. Excessive rates of herbicides can damage the lawn.
Reduced Activity
At excessive rates you may get contact kill (or burn), but actually inhibit the herbicide from moving in the plant. With some systemic herbicides this could reduce efficacy.
Environment
What ever environmental risks a pesticide poses, increasing the rates will increase this risk.
Besides the legalities of it all, it is always best to follow the label.
