Abstract:
"USDA has purchased a Enterprise Premium license for this Orthoimagery dataset from DigitalGlobe, Inc. Any government, education, not-for-profit agency and public/individuals not engaged in using the "Product for Commercial Exploitation or Commercial Purposes" can use this licensed data. Use of this product for Commercial Purposes by a person/company/organization for a profit or fee is strictly prohibited. Please refer to the separately attached license from DigitalGlobe, Inc. for additional information. Digital orthoimagery combines the image characteristics of a digital image with the geometric qualities of a map. The primary dynamic digital orthophoto is a 60 centimeter ground resolution, image cast to the customer specified projection and datum defined in the Spatial Reference Information section of this metadata document. The overedge is included to facilitate tonal matching for mosaicking and ensure full coverage if the imagery is reprojected. The normal orientation of data is by lines (rows) and samples (columns). Each line contains a series of pixels ordered from west to east with the order of the lines from north to south. The digital ortho-ready image is formatted as a GeoTIFF image file with a separate FGDC compliant metadata file." An orthoimage is remotely sensed image data in which displacement of features in the image caused by terrain relief and sensor orientation have been mathematically removed. Orthoimagery combines the image characteristics of a photograph with the geometric qualities of a map. There is no image overlap between adjacent files. NOTE: Distribution of this imagery is limited to the National Geospatial Agency and all Federal partners. Data is not licensed, but is restricted to NGA and Federal partners. Data were compressed utilizing IAS software. The compression was JPEG2000 Lossy Compressed. The file format created was .jp2.
Purpose:
"DG Orthoimage serve a variety of purposes, from interim maps to field references for geographic information system and as a tool for revision of digital line graphs and topographic maps." A digital orthoimage is a geometrically accurate photographic record of landscape conditions at the time of the corresponding aerial photography. As such, High Resolution Orthoimagery is useful for a variety of applications, such as environmental monitoring, facility engineering/maintenance, city/county planning, property line review, etc. The digital orthoimage can be used alone or as a raster basemap for corresponding vector line mapping.

"USDA-NRCS-NGMC processed the DigitalGlobe delivered WorldView-2 (WV-2) Multi-Spectral/Pan data bundle to produce an 8 Band, 16 Bit Pan-Sharpen Mosaic using ERDAS 2011. Bands 4,3,2 were subset from the 8 band mosaic to create a Natural Color mosaic." The data obtained through The National Map is considered to be the "best available" data from USGS. "The DG ortho image horizontal positional accuracy and the assurance of that accuracy depend, in part, on the accuracy of the data inputs to the rectification process. These inputs consist of the digital elevation model (DEM), orthoimagery-extracted and/or GPS surveyed ground control, and WorldView-2 sensor calibrations and robust sensor models. USGS provided 30 meter DEMS from the Shuttle Radar Topography Mission (SRTM). Horizontal positional accuracy is measured in the Geometric QA stage of the DigitalGlobe processing system. The process determines the accuracy relative to the input ortho images by finding sample coordinates of control points in the output DG ortho images and fitting these to their ground coordinates in the input orthoimagery base or control imagery to develop a root mean square error (RMSE). From 4 to 9 points are checked. Adjacent DG ortho images, when displayed together in a common planimetric coordinate system, may exhibit slight positional discrepancies across common DG ortho images boundaries. Linear features such as streets may not be continuous. These edge mismatches, however, still conform to positional horizontal accuracy at 1:50,000 scale within the NMAS."

"The rectification process requires, as input, a digital elevation model gridded to Geographic Lat/Lon projection and WGS84 datum, a set of existing USGS orthoimages or a set of GPS surveyed ground control points, and a set of one or more WorldView-2 images covering the area to be processed into DG orthoimages. If surveyed control is not used, ground control points are acquired from existing orthoimagery. The positions of the ground control points are measured on the WorldView-2 digital imagery. Minimum control point configuration consists of 9 control points per WorldView-2 scene in a 3 x 3 arrangement. A quaternion based iterative analytical adjustment is used in the DigitalGlobe Product Processor to minimize the residual error in the measured ground control points in a least squared error sense. The DEM used in the production of DG orthoimages generally has a 30-meter grid post spacing and possesses a vertical RMSE of 7-meters or less. A DEM covering the extent of the WorldView-2 image set is used for the rectification."
